May I suggest the following.
- Put back the original router, if possible, and start from there.
- What was the result from the "ip scanner" ? (Your step no. 5); If nothing, I am guessing that the router is NOT assigning addresses.
** Also, if the new router is NOT assigning addresses then Your steps no. 6 and 7 will not work either, as the RPi's (or ANY linux system) will not assign a static address unless you set them up to do so.
