I don't have a perfect answer as things break easy but ..
? ? sudo apt-mark hold libhamlib*
? ? sudo apt-mark hold python3-hamlib
? ? sudo apt-get -y remove libhamlib*
will stop apt and remove, of which you can try a reinstall but .. this is a rabbit hole
