How can I make sure that the above wine command will “Run as Administrator” when I run it on Raspberry Pi ?

Maybe this? $ sudo wine?~/downloads.winlink.org/‘VARA Products’/'VARA setup (Run as Administrator).exe'

What about the .msi files and the StandardForms folder ? How / where should I install those ?
