开云体育To: All RADIO AMATEURSFrom: Radio Amateur Satellite Corporation 712 H Street NE, Suite 1653 Washington, DC 20002 DATE: 2023?Oct 09 ARISS SSTV Event Reported in Error The announcement in yesterday's AMSAT News Service bulletins concerning an upcoming Slow-Scan Television (SSTV) event transmitted from the International Space Station (ISS) was incorrect. This SSTV activity is a verification test with new hardware uploaded to ISS. This activity was never meant to be an operational SSTV event as some sources have speculated. ARISS International encouraged informing the ham community of the test and encouraged amateurs to post to the SSTV Gallery at?, only so that the verification test can be fully evaluated. Official ARISS participation certificates will not be issued for this activity, because it is only a verification test. It should be noted that third-party certificates mentioned in the ANS article are not official ARISS awards. Further, the?Oct 16-20?dates, described in the ANS article for the SSTV test are not correct because specific dates for this test have not yet been selected or placed in the ISS crew schedule. The ARISS team is working to fit the SSTV event in the crew schedule. Separate U.S. and Russian EVAs to be performed in October will necessitate suspension of amateur radio activity, as always. Further, ARISS school contacts planned in that time period, as well as the normal science investigations that are part of the crew schedule, make it difficult to establish a definite timeline in advance. The Service Module radio system will be down until the SSTV verification test is completed. That means that the 145.825 MHz packet digipeater from the Service Module radio is off for now. ARLB025 Comment Deadlines Set on Proposed 60 Meter Band Changes A public period is open until October 30, 2023 for radio amateurs to comment on proposed changes to the 60 Meter band. The ARRL is asking all radio amateurs to join it in urging the Federal Communications Commission (FCC) to continue the existing use of the band. ARRL is encouraging expressions of support to the FCC for the current 100 watt ERP power limit (instead of reducing the power limit to 15 watts EIRP) and continuing secondary access to the current channels. An opportunity to reply to comments ends on November 28. Currently, radio amateurs in the US have use of five discreet channels on a secondary basis on which they are permitted an effective radiated power (ERP) of 100 watts ERP. In the NPRM the Commission solicits comment on reducing the secondary allocation to 15 kHz of contiguous spectrum between 5351.5 - 5366.5 kHz with a power limit of 15 watts EIRP (equivalent to 9.1 watts ERP). The lesser spectrum and reduced power limit was adopted by the 2015 World Radiocommunication Conference (WRC-15). The federal government is the primary user of the 5 MHz spectrum. The National Telecommunications and Information Administration (NTIA), the federal government's spectrum regulator, has argued that the WRC-15 proposals should be implemented as written. Doing so would result in amateurs losing four of the discreet channels they have been using on a secondary basis and having the maximum permissible power reduced by more than 10 dB, from 100 watts ERP to 9.1 watts ERP. In 2017, ARRL petitioned the FCC to keep four of the current five 60-meter channels - one would be within the new band - as well as the current limit of 100 watts ERP. "Such implementation will allow radio amateurs engaged in emergency and disaster relief communications, and especially those between the United States and the Caribbean basin, to more reliably, more flexibly and more capably conduct those communications [and preparedness exercises], before the next hurricane season," ARRL said in its petition. ARRL said that years of amateur radio experience using the five discrete 5-MHz channels demonstrated that amateurs coexist well with the primary users at 5 MHz. "Neither ARRL, nor, apparently, NTIA is aware of a single reported instance of interference to a federal user by a radio amateur operating at 5 MHz to date," ARRL said in its 2017 petition. ARRL will continue to advocate to maintain the 100-watt limit for 60 meters, continued authorization for the four channels outside the WRC allocation that are being used today, and adoption of the new 15 kHz allocation with the same 100-watt power limit. In the NPRM, the FCC recognizes that Canada adopted rules equivalent to those proposed by the ARRL. "Finally, we note that Canada has essentially implemented the same rules as ARRL has requested," the Commission wrote. The FCC seeks comment on the proposed 15 kHz of contiguous spectrum, but also on whether the existing channels should remain allocated to amateur radio on a secondary basis, and whether the maximum power limitations should be reduced from 100 to 9.1 watts ERP. ARLB020 Hurricane Idalia: FCC Approves ARRL Petition to Aid Emergency Communications ZCZC AG20 QST de W1AW ARRL Bulletin 20 ARLB020 From ARRL Headquarters Newington CT August 30, 2023 To all radio amateurs SB QST ARL ARLB020 ARLB020 Hurricane Idalia: FCC Approves ARRL Petition to Aid Emergency Communications The ARRL has received approval from the Federal Communications Commission (FCC) for an emergency waiver to facilitate amateur radio emergency communications for hurricane relief. The request, filed by the ARRL Washington DC Counsel on August 29, 2023, seeks a waiver of HF symbol rate restrictions. Trained radio amateurs involved with the Amateur Radio Emergency Service (ARES) and other communications support groups are working with federal, state, and local emergency management officials and relief organizations to assist with disaster relief communications in anticipation of the arrival of Hurricane Idalia at the Florida coast. Their equipment includes radio modems and computers that are capable of data transmissions that exceed the regulatory baud symbol rate limit yet use the same or less bandwidth as slower-speed protocols that are permitted. The higher data rates are critical to sending the anticipated relief communications, including lists of needed and distributed supplies, etc. Many other amateur stations involved in disaster relief communications are able to use the higher-speed emissions from their stations inside and outside the anticipated landfall area or involved areas to assist in the communication efforts. The waiver, which was granted August 30, is for a 60-day relief period from the rules, based upon the immediate need related to the threat of Hurricane Idalia. It would cover use directly related to any additional hurricanes that may develop within the 60-day period. Only messages related to these hurricanes would be permitted to be sent via the higher-speed modes, and only publicly documented modes would be allowed. The waiver is available in PDF format at, . ARRL Director of Emergency Management Josh Johnston, KE5MHV, said the rate increase will help response abilities. "The increased symbol rate provides for faster more efficient message transmissions for digital communications. These modes such as WINLINK (WL2K) are used to send forms for served agencies and other data that can be vital during a disaster," he said. Johnston and volunteers of the Amateur Radio Emergency Service (ARES) are closely coordinating with ARRL Sections in Florida. The ARRL Northern Florida Section is activated in preparation for Hurricane Idalia. ARES volunteers are staffing the auxiliary communications position at the Florida Emergency Operations Center, which was activated at 7:00 AM on August 29. Several other hurricane-related amateur radio nets were active ahead of the storm. Hurricane Idalia strengthened into a Category 4 storm briefly in the overnight hours of Wednesday, August 30 before being downgraded to Category 3. The storm, which is forecast to intensify into a hurricane, was tracking from the Caribbean into the Gulf of Mexico, between Cancun and the western tip of Cuba. Models agreed that it could make landfall on the Florida Gulf Coast as a Category 3 hurricane on Wednesday. In a planning call Monday night with leadership of ARRL Florida sections and ARRL Headquarters staff, Section Emergency Coordinator of the ARRL Northern Florida Section Arc Thames, W4CPD, shared plans for activation of Amateur Radio Emergency Service volunteers within the section. "Beginning at 7:00 a.m. local time on Tuesday, August 28, ARES volunteers will begin to staff AUXCOMM positions at the State EOC," he said. The Florida Statewide Amateur Radio Network (SARnet) is the primary emergency communications system planned for use. The system is a series of linked UHF repeaters that covers the entire state. There are also HF nets planned as a backup. Radio amateurs are asked to yield HF frequencies to emergency nets when they are activated. The Hurricane Watch Net (HWN) was activated Monday afternoon. HWN activated on 14.325 MHz at 2:00 PM EDT (1800 UTC) and planned to remain active until 11:00 PM EDT (0300 UTC) or until propagation was lost. HWN then planned to activate on 7.268 MHz at 7:00 PM EDT (2300 UTC) and remain active until 11:00 PM EDT (0300 UTC). HWN Activation Plans for Tuesday, August 29 through Wednesday, August 30: 20-meters: 14.325 MHz at 8:00 AM EDT (1200 UTC) daily until propagation is lost at night. 40-meters: 7.268 MHz starting at 7:00 PM EDT (2300 UTC) Tuesday. HWN will remain active on this frequency throughout the remainder of this event. "We will suspend operations each morning at 7:30 AM EDT to allow the Waterway Radio and Cruising Club Net - WRCC (Waterway Net) to conduct their daily morning Net. After the Water Way Net has concluded, generally around 8:30 AM ET, we will resume operations," wrote net manager Bobby Graves, KB5HAV. The WX4NHC amateur radio station at the National Hurricane Center also activated Monday and plans to be active Tuesday and Wednesday as the storm continues towards Florida. ARRL Director of Emergency Management Josh Johnston, KE5MHV, and the ARES headquarters staff are staying in frequent touch with members of the ARRL Northern Florida Section. Section Manager of the ARRL Southern Florida Section, Barry Porter, KB1PA, sent a message to the hams in the lower part of the Sunshine State. "Much of the northern part of our state will be facing impacts from Idalia, which could be a Category 3 or higher storm. In other words, they might be the victims. Since the southern part of Florida will not see much severe impact, we should be ready to assist with backup communications and welfare messages, if asked," he wrote. All backlogged sessions and application files have been successfully submitted to and processed by the EBF system. The EBF system appears to be functioning normally again. Reminders Some applicants are reporting that they are not receiving the FCC payment email. As a reminder, applicants do not have to wait for the FCC email to pay the fee. As of?mid-morning Sunday, the system was moving up the Baja Peninsula of Mexico, expected to cross into Southern California. Heavy rains were falling in San Diego, and local media reported that 250 airline flights had been canceled. Amateur radio operations began?Sunday morning. "WX4NHC will be on the air on the Hurricane Watch Net frequencies of 14.325 MHz and 7.268 MHz depending on propagation. We will also be on VoIP Hurricane Net (IRLP node 9219 / EchoLink WX-TALK Conference node 7203,?http://www.voipwx.net/). "We will also be monitoring WinLink reports via?wx4nhc@... (subject line must contain //WL2K)," wrote WX4NHC Amateur Radio Assistant Coordinator Julio Ripoll, WD4R. The Hurricane Watch Net (HWN) was also activated?Sunday morning. "We will remain active until our services are no longer required. This system does have a good chance of crossing into California as a Tropical Storm. If so, it will be the first Tropical Storm to hit California since 1939," wrote net manager Bobby Graves, KB5HAV. HWN seeks reports to relay to the National Hurricane Center in Miami. They have operators who are fluent in English and Spanish to take reports. "Such weather information we look for is maximum sustained winds, winds gusts, wind direction, barometric pressure, rainfall amount - how much over x-amount of time, storm surge, and damage. Should you have any outgoing Health and Welfare Traffic before, during, or after this event, we are happy to assist as we work closely with the Salvation Army Team Emergency Radio Network (SATERN)," wrote Graves. HWN also exists to provide backup communications to official agencies such as emergency operations centers, Red Cross officials, and storm shelters in the affected area and relays damage reports. The primary frequencies the net uses center on 14.325 MHz and 7.268 MHz, depending on propagation. HWN thanks radio amateurs for yielding those frequencies during operation. "It certainly makes our job easier, and I know those in the affected area appreciate it as well," said Graves. 开云体育Important Message from ARRL VEC August 17, 2023======================================================================== FCC Batch Filing System Unavailable Again As of?Monday morning, August 14, 2023, the FCC Electronic Batch Filing (EBF) system used by all VEC organizations for filing exam sessions, individual applications, and club license applications, is?not processing?VEC files.? Unfortunately, this means applications for new and upgraded licenses, as well as individual and club license filings are not being accepted into their system for issuance. ARRL VEC alerted FCC staff about the issue, which they are working to resolve. The EBF system was briefly available on Tuesday, and because we have been monitoring the system so closely, we were able to submit some files into the system before it went down again. As soon as the EBF system becomes available and fully operational, ARRL VEC will submit the backlog of sessions and applications.
