I made a mistake. What you need are fences and not anti cavitations panels.?
Fences are typical devices to "straighten" and separate the airflow over wings.
Here are an excerpt from a lecture I had given some years ago concerning different
aero, hydrodynamic phenomenon. On transom hung rudders, depending on how the leading edge
is placed in the water. From a given speed, air is sucked in on the leading edge. The air destroys a proper water flow and in this way the efficiency of the rudder.
This can be prevented by placing the rudder in a way that the leading edge has an angle of about 4 degree forward. Plus, fences will prevent that air is sucked.
This can be also used on an outboard engine shaft. The prop will be then work more efficient.?

Such a fence can be easily made from a piece of 2 mm Al.?
