So who owns the publishing rights for this? It is obviously out of
print. Who bought Dale Zdenek Publications? And was there a Volume 2?

I seem to recall members uploading copies of out of print books to
this forum. If memory serves, I believe it was OK/legal because
they were out of print.
It's not legal unless it's fallen into the Public Domain or the
publisher has given permission in writing. :-)
