Gee, given the context of what you think I am trying to do, I might or might not pursue the path you suggest because I am somewhat of a cheapskate.? I would want the customer to spring for them but I would like them to monitor before transmitting more often too. ? I would more likely keep a portable GPSDO to myself and be able to verify it's performance with other standards rather than leave it at a site where a Quantar was stolen.? I hate giving tools away.
Do you have a portable GPSDO for sale with a 10mhz sine output?? For cheap?? It would be a lot easier to use than other methods.

I would probably trust the on-site high stability reference? more than the one in the 8920 that had been banging around and power cycled .?
Prior to the use of a high stability site reference? we would check the sites remotely by keying up the individual sites /channels and checking over the air.but that capability may not be? available in your system.? ?
