Most common failure in 1345 is one (or more) of the trimpots lost connection in one of terminals. Those small Bourns round trimpots are a real disaster. I had at least a couple of dozens of those

It's interesting that it's so intermittent. Have you verified that the instrument's power supplies are stable? What type of EEPROM is U21? (chip part number) Do you know offhand what's stored in it?

I'm getting a error code of 1310 upon turning the SA on. It's indicating eeprom u21. There is some hand writing in the manual (looks like corrections to the manual) that if you get that error code
