Well, if you send some expensive material (Moduls, HDD etc) out of the country for repair you need to declare it before, because this part is coming back, and so you and the receiver don't pay any

Package forwarders are tough to beat when it comes to small parcels. MyUS ships 5 pounds to Germany through DHL Express with decent tracking for $25-30. I don't know how high the cutoff value is right
