The intent is to get the stability of the 8640B applied to the 8350B system. This is done by locking the 8350B to a harmonic of the 8640B freq. ( ie. the 8640B freq. is 1000MHz @ +13dBm then the 8350B

My guess is that Q12 is shorted Collector to Base and CR15 is what is pulling TP4 down to -18V and caused R14 to overheat. Q12 is listed as an HP 1854-0087 (75MHz ?360mW NPN).

You can daisy chain the test sets IF the test sets have the proper internal connections. Look to see if both "D" connectors have coaxial fittings, if so you can daisy chain. Test sets with this option
