I found the 1dB adjustment in the manual
The 1dB step adjustment procedure in the manual involves fixed resistors which I must swap to adjust, the test calls for clipping the trace on the top of the screen and measuring the amount it supposed to go over. I don't believe I noticed anything unusual before with the trace clipped so I think that is ok. 10. Step Gain and 18.4 Mhz Local Oscillator Adjustments |

As I remember, it is easy, but there are several adjustments that should be done B4 if you want the thing to be overall accurate. I think you can just touch up the attenuation and get off with out touching the LOG amp or VIDEO amp adjustments. These are a bit more time consuming.

You might check the catalog at probemaster.com
These are not Agilent/HP probes, but their own OEM designs, but there's some chance that they will have accessories which will fit your probes.? I found, a few years ago, that their screw-in probe tips are a good fit for the probes on the venerable HP 8405A vector voltmeter (and are much less expensive than new-old-stock HP). |

This is most probably an 8566 adjustment problem. Look over the adjustment procedure and you will find a section where the attenuators are adjusted. I'll try to find time to look up the exact section, but I remember doing this and correcting similar errors.
