I think everyone is missing the fact that the capacitor is no longer being used (one tag is not connected to anything), it's now being used as a mounting point/tag for the red wires.

You might see if you can see any model number, operating voltage or frequency range on the fan itself. It might not be happy if you remove the capacitor depending upon the characteristics of the fan.
