Dave, A non-zero reading on low volts DC and AC range with an open input to the meter means nothing other that you have pickup (coupling) into the meter from stray fields.? The input impedance of the meter in ACV is 1 Meg and a coupling capacitance from your mains wiring to the meter input of 2pF will create a voltage drop across the input of 0.1v.? ?On the 300mv and 3V? DC range the input impedance is on the order of 10^12 Ohms or higher.? ?Floating inputs will give all sorts of random readings.
