yes, as long as the unleveled annunciator is off, the power is accurate and within spec, for both the CW mode and the sweep mode.
So I guess the ALC loop does work in principle.
However, when sweeping to 20GHz with more than 0dBm puts the unleveled annunciator on sometimes. But it also slightly depends on the sweep time - for longer sweep times, it works better than for the real short ones. So it looks like the ALC loop is a bit too slow.
I also saw in the datasheet, that the sweeper should be able to provide +10dBm up to 20 GHz, which mine clearly can't. So I will try to debug the ALC loop. The power supplies are all fine.
But I am still wondering whether it would be possible to add, say, an additional Minicircuits amplifier to increase the output power to +20 dBm.

Concerning the service manual: that one found on the Keysight website is unusable because the schematics are unreadable. As you said, Artek has only the manual for the B version, and I wonder, how different the A and B versions really are.
(Would it probably be even possible to retrofit an A to a B instrument? the B has additional FM capability, which would be nice.)
