You could probably use a dm76l75, it's functionally identical with
slightly different ratings (like the 54/74 TTL chips). These guys
say they have 3 in stock, don't know at what price



That chip's from 1976, a presettable decade ripple counter. You
could probably cobble up a substitute from the data sheet. Use
a PIC or other processor chip that's fast enouth with enough I/O,
the max clock freq is specified at 6 MHz.

This is a low power version of the 74160a or dm9310 according
to the data sheet; course those are obsolete too, but they
might be substituted.
