I would suspect Fuji. In my time Memorex was the 3rd supplyer after 3M and Ampex. Memorex made very good tape.

I frequently see Fujifilm, Quantum, Sony, HP, and IBM labels on modern
tapes. I don't know if they actually manufacture them, though.
