I do not think 2.8 V is OK. If you have to recalibrate the IF attenuator the battery is low.
HP uses 3.3 V batteries (not very common) instead of 3 V because the 3 V battery has not enough voltage versus the end of its lifetime.
Replace it. A nominal 3 V (typically slightly above 3 V when full) will do the job for a first test.
