I believe the control module (rear panel) has one or more abnormalities - I tried setting attenuator (stimulus>power>attenuator 1) and rather than adjusting the attenuator, the test set switched ports or had other abnormal responses depending on the selected attenuator value. This misbehavior occurred regardless of W1 and W2 jumper presence/absence.
Given this, my original posting about setting option 009 is incorrect as the test set is malfunctioning in other ways and will require repair, not just reconfiguration. (I re-routed cable back to my original test set and it continues to work normally, so the issue is in the test set under consideration.)
