Which reference divider are you referring to? From the 10MHz reference, the 100MHz reference VCO, or the M/N lock reference that feeds the PLL circuitry?
As stated, do check the PLL 2 diagnostics/ troubleshooting if you want to get to the problem quicker. In my humble opinion, if you follow the diagnostics, you should be able to find the problem in about 1.5 hr. Another thing to try is the adjustment procedure for the PLL circuitry, but do not do any adjustments!, until you have located the problem area and determined that there is no component failure. After you have gone through the adjustment procedure once (no adjusts), then repeat while gently pushing on the adjust for the potentiometer for that portion of the adjustment. You are looking for an abrupt change in readings. All of the voltage readings should be stable to 1-3 mV and the frequency readings should be stable/accurate to less than 100KHz (typically < 10KHz).
