I have a few of these modules and that is the sort of performance I see normally. I believe when I last checked the frequency accuracy specs they are in the order of ?a few MHz of set frequency.
If you need phase locked stability you could investigate the HP5343/5344A combination which will work with the 8350 to give you a very stable output.
