Probably because German Customs are a totally officious set of "jobs worths" that will prevent a shipment from being delivered for the slightest perceived lack or error in the paperwork. Just my experience with shipping something to Germany for a repair - it took two months to get it past Customs and they insisted on charging a 25 Euro fee. The paperwork was (as far as I could tell) fully in order but they refused to tell the company I was shipping it to what the problem was and they wouldn¡¯t communicate with me.
So, I can see why people might not wish to try to send stuff to Germany.

For some unknown reason no one seems to sell them to Germany. At least if I search on Ali on them, they are not found. Using links from the web, I get "will not ship to your country".
