I have had good luck with that sort of thing by adding some lubricant to the fan bearings. Probably the lube that's in there now has degraded, with the lighter fractions evaporating so what's left has turned to bubble gum. In most cases, you can access the bearing by peeling back the paper label that's on one side. I've used sewing machine oil, but any light oil should work...
