Are those 3 requirements for UK sellers? I have not seen that requirement stated here in the US.
I've been selling on eBay since 2005 but have not listed anything for a year now. I just recently signed up for their Managed Payments, and will see if they hold my payments. I've been told that even though you sold in the past, with Managed Payments if you haven't sold recently (whatever "recently" is defined as), they treat you like a brand new seller and hold payments.
I'm not at all thrilled to use eBay but for the things I sell, its the only game in town so to speak.
