If the attenuator is OK, do you think the relay is the problem??
Bypass the relay and look at it on your SA and see if that fixes
the problem.

attenuator - I thought Anil was talking about taking apart
the protection relay; my attenuator (which I assume is PIN
diode based) is working fine.?
I got mine to work by
tapping on the case of the attenuator, not the relay itself.
