It is almost impossible to adjust the 5 MHz crystal frequency unless the device is locked and you are watching the control voltage. I had the same problem with an HP Cesium standard.
I would suggest you start with GPS based standard and an oscilloscope to get the 5 MHz close enough to lock.
As pointed out before, be sure the RF drive frequency and power to the cell are correct.
You might also ask the guys from "Time Nuts" group for help.

Hmm, all the transistors in my A3 assembly test ok, but although I turn the OCXO coarse and fine adjustments, the 5MHz outputs on the front and rear panels don't seem to change..
