I have a 5061A Cs-beam oscillator that was working great, in very
occasional use. One day recently it refused to lock.

A quick glance through the important stuff showed that the 5MHz
oscillator, with the loop open, in "Cs off" mode, was about 100Hz high.
I believe this is well outside the PLL capture range.
