Covid may have finally put an end to the Full Moon parties which had devolved into drunken, drugged madhouses leaving the beaches a mess. Thailand, when they reopen, wants to aim towards more eco-tourism and ¡°medical¡± (think healthy resorts,etc.) and fewer numbers.
