Yes, it is possible and some people use the web site exclusively for composing and reading messages.
Once logged into groups.io, select a group (such as this one) and on the left there is an item ¡°New Topic¡±. That will take you to an editor page where you can enter the message and subject and send it.
Also, when viewing existing messages, there is a ¡°Reply¡± option which will allow you to send a reply and optionally quote the message that you¡¯re replying to.
