Of course they can join again, but as a different member and hence not associated with previous activities.

For a free/Basic Group, of course even the owner cannot fix this, but it wouldn't be beyond the realms of possibility to pay for a month's upgrade to Premium in order to fix the problem, then revert to Basic. However hoping for help with a couple of questions about this:-

Yes. There is a green button on the Upgrade page specifically for that purpose.

Follow the instructions at /helpcenter/single/ownersmanual#groupproceduresgroup_upgradinghtm and select the rightmost button in the Premium block. Your cost will be $20 if you have <500 members. More members than that, and I'm afraid you'll have to pay extra.

When reverting back to Basic, can I be sure we will retain the features we currently have as a pre 2000 Group?

We have received no reports of any problem with this.
