simple question, can you be a moderator on the yahoo groups to set up the migration? The owner added me as a moderator.

This is actually not a simple question.

In addition to being a Moderator/Owner, you also must be able to:

1) send an invitation for someone to join the Yahoo group, and also
2) promote other group members to Moderator.?

If the group Owner has not given you the permissions necessary to perform these tasks, you'll be unable to conduct the transfer by proxy.?

Simple answer... no. Unless by "set up" you mean invite the transfer agent to membership & make it a moderator.
