Right now it's saved in the files section.If you want to have it sent for new members, you must go to Admin, Settings, Member Notices. Create a new notice Welcome. Make it active.? You may want to put your guidelines in the Member Notice Group Guidelines. This makes it appear in the left sidebar menu. It can also be sent monthly. However, don't tick that if you don't want it sent out. Make sure it is active though.
