Yeah, it sounds like you may be describing what is known as iCloud private relay, the user may need to disable this in order to get through as groups.io doesn't know what their real IP actually

In my situation, the group I want to use this for is a pure announcement
group, so only moderators (in this case, only I, as the owner)

Here's one way.
Can you see it in messages archive on your site?
You can open that post and click on the # number to get the link URL.
Then send that out again.
It keeps the previous votes.
