As long as you don't use the setting that only moderators can create hashtags, it would be created via email by including it in the subject line of the email.? Just tested and it worked fine. Duane

My guess is that this is talking about either private archives, or archives held by a library, museum, or similar cultural institution, that impose specific criteria, in order to access the archive.
