You can't control the spam filter settings as they are done centrally by Groups.io. However, non-member posts are subject to a much more rigorous spam filter than member posts so I'd choose from the

I suggest you invite the non-member to join the group. You can create more than one Invite message and edit one to send one that says that you see that they wish to participate based on their emails

I have seen that message. I means the user is still in the RI state and
won't be allowed to do/join anything until the reverification is complete.
The error text is opaque at best!

As those with RI (ie flagged as Reverify initiated) do not receive any posts from the group and haven't done for several months now, plus the majority I have checked have not contributed to the group

Well, this could actually cause a problem. You could end up triggering a spam trap and put groups.io on a blacklist again.
If you must attempt to contact members in RI status, don't use the groups.io

I removed all the flagged members from my group long ago. I had no repercussions afterwards.
About a third of the flagged members had reverified themselves so after having sent out three notices I
