Does this mean that the only group members that can view attachments are the Group Owners in a Paid Group? can't view attachments?

Hover the cursor over your name in the upper right hand corner. That will show the email address you used to log in. Possibly you are logged in under an address which isn't a group owner? For example, a moderator absent the Billing permission.
