You mentioned your test account; did you mean test
membership? Or perhaps a separate test
group? What is your exact Role in the "account" you used. If an
Owner then you cannot take away or suspend any of the Permissions. OK; if your test configuration has you as a
Moderator then you can indeed deny yourself the permission to add or modify hashtags.
I ask because IME it is all too easy to overlook some small point and inadvertently misinterpret the results of any tests.
Having said that then subject to the above it does look a bit like a bug. :)
