I believe there is no way to ban anyone permanently, unless you have a group that is membership by invitation only & you have to know the person outside of the group, then you already have the ability to keep someone out. Otherwise, all the banned member has to do is get a new email address and apply for membership.

I'm strict but that's because I have to be 90 percent of the time the members moderate themselves but there are times when I have to step in and kick someone out and ban them.
