I'm not aware of any function that would allow you to restrict poll responses to a subset of your subscribers. You would probably have to set up a subgroup for that.?
As an experiment, you could try editing the #poll hashtag so that only Moderators could use it (check both "Use By Mods Only" and "Replies by Mods Only"). But that would require promoting all your associate members to Moderators, and even then I don't think it will actually work.
We have full membership and associate members in our group.
Since groups.io does not natively support it, I would be interested to know how you manage to distinguish between these two kinds of subscriptions, short of promoting all the associate members as previously mentioned.?
