Duane, if I understand you correctly, when we have used up our storage quota there is no way to upload files, photos, etc. without first manually deleting content - even if the group is set to "Delete Old Attachments??

The "delete old attachments" setting runs a job that purges the some of the old attachments on a weekly basis. It deletes just enough to get your group to 95% of quota. It does not touch any other files and photos, only attachments.
If over the ensuing several days (i.e.: before the job runs a second time) your group receives enough additional content to again go over quota then it still may be necessary to manually delete some of it. Of course, if Files and Photos by themselves are already at 100% of quota then you won't be able to upload anything no matter what this setting says.
Why doesn't groups.io delete old attachments in real time? Incoming attachments need to be held for awhile so that those on "No Email" (or who receive digests) can get it. If your group was already at 95% of quota before a new attachment came in, it would be deleted immediately...and everyone not subscribed to Individual Emails would be left wondering what happened. By allowing your group to go over quota for a few days, groups.io ensures that this material will remain available to your subscribers for a reasonable amount of time.?
Hope this helps,
Bruce
