editing topic/message - message about the change sent?

When editing a topic (subject line of a posted message) does it send a note to the member whose post it is, and/or to the group? And when editing a message (side point - why can't you edit message and topic at the same time?) - I see an option not to notify the group, but is a message sent to the member who posted it? And - if a message is indeed sent in either case, is there a way to turn it off? Thanks Sally
