It states "For the transfer, we ask that you sign up for the Premium Yearly plan..."

It states: "[Note: Transfers effective February 13, 2019 or later will require payment of a 1 year subscription at the Premium or Enterprise level.]" Does this mean that currently, and until February 13th, 2019, a yahoo group transfer does not require a Premium Yearly subscription?
Can you please tell me which one to adhere to?
