You actually must create the group before you can transfer into it, so you pretty much have to.
As for
using the new group ahead of the transfer, that's up to you. I tried to keep most of the traffic back in Yahoo prior to moving my groups, but that was before they started crashing and burning; and no one has reported any serious downside to doing otherwise.?

Not that I have noticed. You may get some interleaving of message numbers, but that's about it.
When the transfer happens, you will get a summary report. It will contain a list of things that aren't transferred. One of the things that don't get transferred are email addresses that have already joined the destination group. I believe content "ownership" still gets assigned correctly, though.
---- Is the timing of our GROUP starting dependent on the migration?
My guess is no, but I'm frankly not entirely sure what you mean here.
I do suggest you put the Yahoo group on moderation as soon as you notice that the transfer has actually started. This allows you to intervene and let people know to start posting at the other location, so that you don't leave too many messages or other things orphaned back in the Yahoo group.
Hope this helps,
Bruce
