Yes, an owner has full privileges and can use any function.? There may be as many owners as you want, as well as moderators.? Personally, I wouldn't want more than 2 or 3 owners (or mods with the ability to set Mod Priv) due to the possibility of a 'turf war', but can understand having the capability as on Shalstest that's used to test/verify things.
