No; there is only one Rejected Subscription message available, although as you have realised there is the option of using a
Note to Member.

Add Notice after you had composed it? Have you gone back to your Member Notices tab to find out exactly what messages there actually are, and that the
Active Message checkbox has been checked? It may be that you
think the message is there waiting to be sent when in fact it isn't.
