Can a message be posted, but scheduled to go out a later time and
date?

One option is to schedule it as a Calendar event:

The "Event Name" field becomes the Subject of the message.
Select "All Day" unless you want a specific time shown.
You can make it a one-time message or repeating.
The Event Information fields go into the body of the message.
(You probably want to leave all but the Description blank.)
Set no reminders.
Do not select "Send Invite to Group".
Select "Send Notice To Group When Event Happens".

Disadvantages:

The message will be From a noreply email address.*
It will have a date and hashtag perforce in its Subject.
It will have at least a Title, When, and Description headings in the body.

*I haven't tested it, but it may be possible to set a Reply-To by using a hashtag with a Reply-To property in the Title.
