response in their delivery history.

Status codes 2xy are success codes. You should read "Queued mail for delivery" as meaning "I got it".

Is there an ongoing problem with delivery to hotmail? We have a
complaint from a Hotmail subscriber who has received no group email
for a week.

Deliverability to Microsoft-powered email services has been spotty or worse in the past, so I wouldn't be too surprised if there's another episode afoot.

Or it could just be that the member isn't checking his/her spam folder.
