So, I went to my Group, cand licked on Files. I was able to create a
new folder. However, the Upload Files option is grayed out and when I
mouse over it the "International N0" symbol appears (circle with a
line through it).

I think this most likely means that your group has reached its storage capacity. Check the Upgrade page in your group's Admin collection.

Can somebody please tell me how to fix this?

If capacity is the problem, you'll have to find a way to make room, or Upgrade.

If your group postings include large or numerous message attachments you may want to consider selecting "Delete Old Attachments" for the Out of Space control in the Message Formatting section of your groups Settings page.
