Hissing could be a lot of things, such as electric fences, bad power supplies, bad fluorescent ballasts, and many other things.
The 1st thing I would do is unplug the antenna. If it goes away, it's probably not your radio or a power issue coming in on the power cable.
If it doesn't go away, then I would kill the power to the house and start turning things on 1 breaker at a time. If the mouse is coming from your home, that will help you identify what it is.
