I would remove the radio, remote head etc. from the vehicle and try it on the bench. This sometimes allows the radio to reset with no power connected for a period.?
Any spikes in the supply when in the vehicle create all sorts of strange faults.

Not sure if attached video works but it shows display flashing on and off at about a one second rate. S-meter is pegged no audio but controls seem to work....
