Not so much decode, but for example, with what I have read the nodes will forward encrypted messages that are not in their destination. So would a node in HAM mode pass along another users encrypted

I have not seen that specific question raised, but I am guessing you would be right, as encrypted messages are illegal to hams in the US.
I would assume the software configuration would not decode

If the node is in HAM mode, will it still forward the encrypted packets? Docs show encryption is turned off when you select licensed operator.
